UK and France Will Dispatch Military Personnel to the Country in the event that a Peace Deal is Agreed

The UK and France have inked a declaration of intent concerning the stationing of military forces in Ukraine if a peace deal be concluded with Moscow, the British leader, Keir Starmer, has announced.

Following negotiations with allied nations in Paris, he indicated that the two nations would "create defense centers across Ukraine and construct secure structures for arms and equipment" to prevent any potential attack.

The partner countries also suggested that the United States would assume leadership in verifying a ceasefire.

Moscow has consistently cautioned that any external forces in Ukraine would be considered a "legitimate target", but has so far not commented on this new declaration.

The Situation and Continuing War

The Kremlin's head Vladimir Putin launched a comprehensive attack of Ukraine in early 2022, and Moscow currently controls approximately 20% of the country's land.

"This constitutes a crucial element of our vow to stand with Ukraine for the foreseeable future," remarked Starmer.

Heads of state and top officials from the "Allied Coalition" participated in Tuesday's talks.

Addressing reporters at a joint press conference, the Prime Minister further said: "It establishes the framework for the juridical structure under which British, French, and partner forces could operate on the ground in Ukraine, defending Ukraine's airspace and waters, and regenerating Ukraine's armed forces for the future."

The UK prime minister went on to say that the UK would take part in any American-headed confirmation of a prospective ceasefire.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "lasting safety pledges and strong economic promises are critical to a enduring ceasefire" in Ukraine – referring to a central requirement made by Kyiv.

Witkoff noted the coalition had "largely finished" their work on finalizing such guarantees "so that the citizens of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, former American President Donald Trump's representative, also took part in the negotiations.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "considerable headway" at the meeting.

He noted that "comprehensive" safety pledges for the Ukrainian government had been settled upon in the event of a potential truce.

Ukraine's leader Volodymyr Zelensky commented that a "significant advance" had been made in Paris, but cautioned that he would only consider efforts to be "adequate" if they resulted in the end of the fighting.

Last week, the Ukrainian leader said a peace deal was "90% ready". Agreeing on the remaining 10% would "shape the outcome of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and security guarantees have been at the forefront of key disagreements for negotiators.
  • The Russian President has often said that Ukrainian troops must retreat from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any concession over how to conclude the war.
  • Zelensky has to date ruled out ceding any land, but has suggested that Ukraine could pull back its troops to an agreed point – but only if Russia reciprocates.

Russian forces presently controls approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk. The areas form the area of Donbas.

The earlier US-led comprehensive proposal that was circulated to the media last year was viewed by Ukraine and its European allies as being heavily skewed in Russia's direction.

This triggered weeks of focused diplomacy – with Ukraine, the US and European leaders trying to amend the document.

Recently, Kyiv presented the US an new 20-point plan – as well as distinct documents describing possible defense assurances and provisions for Ukraine's recovery, he added.
